Before merging Chachoengsao (province) with Chachoengsao town to create Chachoengsao some agreement needs to be reached about collapsing the Geographic hierarchy in this case. We do not have a policy about having a single article that covers both a city and a region of the same name, rather our policy has been to create a separate articles for the city and the region. Perhaps we should. The information in the province article suggests that there are multiple destinations here, meaning the region level is needed if it is omitted from a combined article. Just posted a msg on your talk page, the plan is getting rid of the provinces altogether, so I really don't see a problem with this merge.
