Understand

[edit | edit source]

Pudtol is the oldest municipality in Apayao, having been established by the Spanish in the 17th century as a missionary outpost and garrison at the end of the coastal plain formed by the Apayao River valley to subjugate the Isneg tribes in the mountainous interior of the province. Its name derives from an Isneg verb meaning "to cut", a reference to the reputation of the inhabitants as headhunters. Pudtol was repeatedly destroyed or abandoned during the frequent Isneg revolts against the Spanish, and it took until the 20th century when American occupiers finally imposed lasting control over the area.
