Seed Mexican Casa Located on Ranelagh Street, just off Hastings (Capital Hill, Burnaby Heights) offers the finest in Mexican Cuisine. Everything from taquitos to Chiles Rillenos. Great atmosphere with live band occasionaly.

A few observations and points. I didn't mess with this stuff on the page but:
I feel its a really bad idea to provide specific transit information inside the wiki. Its too much work to keep it current and updated when bus routes change or fares increase. I would strongly recommend just sending people to the Translink website for current fare information.
Why are we eating up real estate with restaurants? That's what Yelp is for. People can find their own dining places and can search online reviews. I think there's more value in helping people see why they might visit Burnaby than listing the restaurants.
Air BnB regulations are changing rapidly and are handled by each city individually. This is one area where I think we can help by directing people to the current status of Air BnB bylaws. Eg, Vancouver is in the process of shutting them down, but Burnaby is not currently regulating them (at April 2018). This could drive people to stay in Burnaby instead of Vancouver.
What you're suggesting is a thorough restructuring of Wikivoyage article templates and even our areas of coverage. That shouldn't be discussed on the talk page for one city article. I think Wikivoyage talk:Listings is probably the most relevant place to bring up these arguments, or you could try the Travellers' pub. This optional section is used only for listings of institutions that offer classes for non-matriculated students spending a couple of weeks or a summer in town or universities that accept students for semesters or years abroad (see Wikivoyage:Listings, specifically the WV:LEARN section). It is definitely not for touting local schools. So which if any listings should stay, and how should they be edited to reflect the needs of travelers and students visiting for fixed terms abroad? Hey Ikan Kekek. Thanks for bringing this up. In my opinion, it appears that the CCC college that User:Three Senses contributed to the section (before being deleted) is fairly analogous to Brighton College, which remains in the article. Whatever standards we decide to apply to the article should be applied equally to all institutions. For example, if CCC shouldn't stay, then neither should Brighton.
In any case, I'm not sure that an institution must fulfill either of the standards you've just described to be listed in the section. For instance, my understanding is that BCIT does not fulfill either standard, as it is not a university, and its programs typically last longer than just one season. You can't base your judgments on what's in other articles, only on Wikivoyage guidelines that I linked above. The fact that there is something wrong elsewhere in this article or in another article means it should be corrected, not that the error should be duplicated here. Unless "Learn" listings make clear how the institutions in question cater to non-matriculated students and/or visiting students who are there for a year or less, they need to be deleted. I note the following remarks in the Simon Fraser University listing:
