That makes sense. The Panama City article isn't so overwhelmingly long that we need district articles, nor would the content in this article cause it to be overwhelmingly long. User:HJGN2, on this site, districts/neighborhoods within cities do not get their own articles unless there is a specific proposal to comprehensively divide the entire city into districts that is discussed on the talk page of the relevant city that is approved by a consensus. Sorry, that sounds very bureaucratic (and in fact, I am a bureaucrat on this site!), but it helps keep things well organized and helps maintain a coherent breadcrumb hierarchy.
