Hello and welcome to Wikivoyage. This site has a very strict policy on what kinds of tours can be listed: See Wikivoyage:Tour. Cooking classes can be listed, but bar crawls cannot be, and I don't see why a different standard would be applied to restaurant crawls or the like.

If after you've read through Wikivoyage:Tour you think the tour you added falls within the "value added" exception as defined on that page, please make your argument at Talk:Phnom Penh. Thanks.
