Since phab:T97891 seems to be closed, is the relevant patch still required?

Looking at a random page (Chenggong), there is an empty <h1> element on the page, and the CSS rule in MediaWiki:Vector.css is the only reason it is hidden. When I temporarily remove this rule in the browser devtools, a surprising grey underline appears at the top of the page. So right now: Yes, it is still needed.
