Macabebe

Macabebe is a municipality in the province of Pampanga, Philippines. It is a primarily commercial and fishing town at the edge of the Pampanga River delta. The guide also covers the municipality of Masantol, which is almost surrounded by Macabebe and is mainly accessible through it.

Meaning "surrounded by waters" in Kapampangan, a reference to its location on the Pampanga River delta, Macabebe is one of the oldest towns in Pampanga, having hosted a community of indigenous warriors that resisted Spanish explorers during their conquest of Luzon in 1571 and was conquered by the Spanish shortly later. Paradoxically, Macabebe supplied loyal auxiliaries to the Spanish colonizers up to the Philippine Revolution. When the Philippine-American War broke out, the town was burned by Filipino republican forces as part of their scorched-earth retreat from the Americans and partially in revenge for the residents' alleged history of disloyalty. In retaliation, Macabebe supplied auxiliaries and scouts to US forces and contributed in the capture of President Emilio Aguinaldo and the collapse of the First Philippine Republic in 1901. They eventually had their own Scouts unit in the US Army during the American occupation.

Since the 21st century, a combination of factors such as climate change, rising sea levels, typhoons, high tide, improper land conversion and excessive groundwater extraction have irreversibly submerged numerous barangays and triggered ground subsidence in other areas of town, resulting in an increase of abandoned homes and edifices surrounded by brackish estuarine water. Looking at maps of Macabebe and Masantol, one could be forgiven to think that both towns eerily resemble Venice, with thinly-stretched settlements gathered around spider web-like roads that double as dikes and fishpond fences stretching southwards into Manila Bay, where many barangays are in danger of disappearing altogether.

The main entry point into Macabebe and Masantol is a two-lane highway that begins from a junction with MacArthur Highway in downtown Apalit and continues south towards downtown Macabebe and Masantol. There are also secondary roads that connect the towns from Calumpit and Hagonoy in neighboring Bulacan province as well as from Minalin in Pampanga. From Manila, the nearest exits of the North Luzon Expressway (NLEX) to Macabebe via Apalit are San Simon and Pulilan exits.

Both Macabebe and Masantol are connected to the provincial capital San Fernando through jeepneys and minibuses. In Macabebe, the main terminal is in front of Macabebe Church, while the terminal in Masantol is at the back of Masantol Church. There is also a daily bus service to Masantol from Cubao in Metro Manila operated by First North Luzon Transit.

Tricycles are the main form of land-based transportation between barangays, while outlying areas may require boats such as the western and southern areas of Macabebe and areas south of downtown Masantol. During times of flooding, specifically the rainy season and heavy thunderstorms coupled with high tide, boats are sometimes necessary even in both downtown Macabebe and Masantol.

As low-lying towns, both Macabebe and Masantol are regularly subjected to flooding from the Pampanga River during the rainy season, which is exacerbated by typhoons and high tide from Manila Bay.

Due to chronic flooding, medication against leptospirosis (a disease carried by rat urine) is necessary after wading into floodwaters.

Be respectful when discussing the chronic flooding situation, as many residents have had enough from the long-term disruptions and displacement. Since 2025, protests have erupted in both towns after it emerged that public funds meant for the construction of dikes and flood control measures have been embezzled by corrupt politicians, engineers and contractors.
