Yes, people are free to edit this site, but if they vandalize it, they will be blocked. That's not a threat but a promise. If you want to argue about the name of a place, do so on the talk page for the article about it. But trying to argue that you are in the right when you claim people need a Nagorno-Karabakh visa and that any university has the word Artsakh in its name under Azerbaijani rule is hilarious.
